Missouri Senate Bill 376 Rulemaking

The Missouri Public Service Commission Staff convened workshops for parties to reach consensus on and draft rules to implement Section 393.1075 RSMo Cum. Supp. The workshops were held at the Commission offices in Jefferson City on: April 14; May 17-18; and June 11, 2010.

The final rules are anticipated to be approved and published by December 2010. These rules will be the guidance for implementation of the Missouri Energy Efficiency Investment Act (SB376).

Kansas Energy Efficiency Filing

KCP&L made an energy efficiency filing before the Kansas Corporation Commission on June 11, 2010. This filing attempts to: create a sustainable model for utility investments in energy efficiency; align incentives such that investment in energy efficiency is comparable to investment in traditional generation; minimize the impact of regulatory lag; and advance programs that allow customers to take greater control over their energy use.

The filing will continue KCP&L's current portfolio of programs and add a new program as well as request cost recovery and a share of the net benefits based upon performance thresholds.
